Trump rules out striking Iran before the midterms, but a delayed report of another Hormuz tanker strike, Houthi missiles over Riyadh and Hurricane Isaias shutting in about 63% of Gulf of Mexico oil output keep Brent up 3.71% at $103.92

President Trump said Thursday the U.S. is having “productive discussions” with Iran and will not attack it before the Nov 3 midterms, while keeping the naval blockade “in full force,” and Treasury sanctioned 17 more tankers and 13 companies tied to Iran's shadow fleet. Isaias strengthened to a Category 2 hurricane with 100 mph winds, the federal offshore regulator said 62.89% of Gulf of Mexico oil output was shut in, and landfall is expected late Friday near Pensacola. UKMTO disclosed a second Oct 6 tanker strike in the Strait of Hormuz, and debris from intercepted Houthi missiles damaged a kindergarten and a medical complex in Riyadh. Brent rose to $103.92 (+3.71%) and WTI to $91.18 (+3.29%), while the Nasdaq fell 1.25% to 27,193.34 as chip stocks slid on a report that OpenAI's revenue is running below estimates.

Treasury sanctions 17 tankers and 13 companies in Iran's shadow fleet as UKMTO discloses a second Oct 6 tanker strike in Hormuz

Treasury said on Oct 8 that, as part of Operation Economic Outcast, it designated 17 tankers and 13 companies under Executive Order 13902 for moving Iranian petroleum and petrochemical products. The vessels fly the flags of 12 jurisdictions, including Comoros, Panama, the Bahamas, Mongolia, Palau and Cameroon, with owners registered in the Marshall Islands, China, Hong Kong, the U.K. and the British Virgin Islands, and Treasury delisted two ships, the HAKUNA MATATA and PINOCCHIO, after their sale to non-sanctioned operators. “Treasury is starving the tyrannical regime in Tehran of the money it uses to wage war in the region,” Treasury Secretary Scott Bessent said, and the department said the action neutralizes the vast majority of Iran's remaining shadow fleet (U.S. Treasury, CBS News). The same day, UKMTO said in warning 159-26, based on a delayed report from a verified source, that a crude oil tanker was struck by an unknown projectile while transiting the Strait of Hormuz at about 1709 UTC on Oct 6; it did not name the ship or give its flag or the extent of damage (Cedar News, Newsquawk). Earlier on Oct 6 the Panama-flagged, Dubai-owned tanker On Peace was hit in the strait, injuring 12 crew, and India's foreign ministry called it the ninth merchant ship attacked near the strait in recent weeks (The National).

Analytic judgmentUKMTO has now disclosed two strikes in or near the strait dated Oct 6, the On Peace and the vessel in warning 159-26, and delayed reports keep surfacing, so it is likely that UKMTO reports at least three merchant vessels struck in or near the Strait of Hormuz in incidents occurring Oct 6–12 (resolves 2026-10-12).

B1Gulf Coast refining in Isaias's path

NBC said 14% of U.S. refining capacity sits in the storm's path and could be down for up to 10 days if flooded, and Reuters said about 500,000 barrels a day of capacity, including the Pascagoula refinery, is threatened. Analyst Andy Lipow told NBC the storm “could not have come at a worse time” with gasoline and diesel inventories low.

  • B2Foreign airlines pull back from RiyadhAir India canceled flights through the weekend and Lufthansa suspended operations through Oct 16 after Houthi attacks on King Khalid International Airport halted flights, Al Jazeera reported.

U.S. Impact Assessment

  • Gulf Coast fuel supplyWith nearly two-thirds of Gulf of Mexico oil output offline and about 14% of U.S. refining capacity in Isaias's path, a flooded refinery or port could tighten gasoline, diesel and jet fuel supply across the Southeast for a week or more. Fleets, airlines and utilities in the region should confirm fuel contracts and backup supply before landfall, since Trump's no-strike pledge did little to bring oil down.
  • Sanctions exposure in shippingTreasury's 17 new Iran tanker designations, many tied to owners in China and Hong Kong, and Britain's 12 new Russian shadow fleet tankers widen the list of ships U.S. charterers, insurers, ports and trade-finance banks cannot touch. Compliance teams should rescreen IMO numbers, managers and recent ship-to-ship transfers now, before cargoes already at sea arrive.
  • AI trade and ratesThe OpenAI revenue report hit chipmakers on a day the Nasdaq fell 1.25%, and Waller made clear more Fed hikes are coming even if not in October. Our collected 10-year yield eased to 5.231% (−5bp), but companies planning year-end debt sales or AI capital spending should budget for borrowing costs staying near 24-year highs.
  • Cyber: vendor-account takeoverThe ASOS breach ran through a single impersonation that unlocked a third-party data platform and the company's own push-notification channel. U.S. retailers and app operators should require phishing-resistant MFA on cloud data platforms, verify vendor contacts out of band, and restrict who can send customer-wide app alerts.

SCM-02Isaias strengthens

Isaias strengthens to a Category 2 hurricane as about 63% of Gulf of Mexico oil output shuts in ahead of a late-Friday landfall near Pensacola

The National Hurricane Center's 4 p.m. CDT advisory on Thursday said Hurricane Hunters found Isaias had 100 mph winds, a Category 2 hurricane, moving northeast at 12 mph; the accompanying forecast discussion calls for winds near 110 mph within 12 hours and 100 mph at 24 hours, with the center moving inland along the northern Gulf coast within 36 hours. ABC News said landfall is expected late Friday night near Pensacola, Fla., likely as a Category 1, with a hurricane warning from Ocean Springs, Miss., to the Bay-Gulf County line in Florida and up to 7 feet of storm surge possible along the Mississippi and Alabama coasts. The Marine Minerals Administration said 62.89% of Gulf of Mexico oil production and 57.35% of gas production were shut in Thursday, up from about 25% and 16% on Wednesday, with workers evacuated from 121 of 371 manned platforms, and about 500,000 barrels a day of refining capacity, including the Pascagoula refinery, is under threat (Reuters via BOE Report). NBC reported that 14% of U.S. refining capacity lies in the storm's path and could be offline for up to 10 days if flooded. Thursday's shut-in figure is above the 50% threshold in our Oct 8 morning forecast (gom-oil-shutin-50pct-oct12), which we had rated unlikely.

Analytic judgmentNHC expects rising wind shear to cap strengthening and the storm to ease before it moves inland, and ABC reports a likely Category 1 landfall, so it is unlikely that Isaias makes its first U.S. landfall as a Category 2 or stronger hurricane (resolves 2026-10-12).

GEO-05Debris intercepted

Debris from intercepted Houthi missiles damages a kindergarten and medical complex in Riyadh as the Houthis claim another hit on the capital's airport

Saudi-led coalition spokesman Turki al-Maliki said forces on Oct 8 intercepted and destroyed two ballistic missiles headed for Riyadh and one headed for Khamis Mushait, and Saudi Civil Defense said falling debris from a Houthi missile intercepted over Riyadh caused material damage to a kindergarten and a medical clinic complex (Arab News, Al Jazeera). Civil Defense did not say whether anyone was hurt. Houthi military spokesman Yahya Saree claimed a ballistic missile “successfully hit” King Khalid International Airport and disrupted air traffic, which Saudi authorities have not confirmed, and CBS said it was the fourth Houthi claim of an attack on the airport this week. Al Jazeera reported flight halts at King Khalid, Air India cancellations through the weekend and a Lufthansa suspension through Oct 16. Earlier strikes on the Riyadh and Abha airports killed three people and injured 36 (Arab News).

Analytic judgmentSaudi authorities are now disclosing even debris damage, and the Houthis say they have aimed at King Khalid airport four times this week, so Saudi authorities are likely to announce a Houthi missile or drone strike causing casualties or damage at a Saudi airport or oil and gas facility between Oct 8 and Oct 21 (resolves 2026-10-21). The Oct 8 kindergarten and clinic damage does not count, since neither is an airport or energy facility.

GEO-01Trump says

Trump says the U.S. won't attack Iran before the midterms while the blockade stays in place; Tehran says it will answer the U.S. proposal within days

President Trump wrote on Truth Social on Thursday, Oct 8, that “we are having productive discussions with the Islamic Republic of Iran” and that “we will not be attacking Iran at any time prior to the Midterm Elections” on Nov 3, adding that the blockade “will remain in full force and effect” (CBS News, The Tribune citing ANI, NBC24). He claimed 22 million barrels of oil moved through the Strait of Hormuz the previous night and that “not one barrel” was Iranian. The pledge followed The Atlantic's report that the White House had sought pre-midterm strike options and an Axios report, relayed by ANI, that CENTCOM had been told days earlier to prepare to resume major combat operations. Iranian Foreign Minister Abbas Araghchi said the same day that messages are being exchanged through mediators and that Tehran is reviewing the U.S. response to its “Seven-Day Plan” and will reply “within the next few days” (ANI, CBS). NBC reported that oil dipped briefly after the post but largely shrugged it off; our collected Brent is $103.92 (+3.71%) and WTI $91.18 (+3.29%).

Analytic judgmentTrump has now publicly ruled out an attack before the election and Tehran says a reply to the U.S. proposal is days away, so it is very unlikely that U.S. forces strike a target on Iranian territory, including its islands, between Oct 8 and Nov 3 ET (resolves 2026-11-03). Chipmakers drag the Nasdaq down 1.25% on an OpenAI revenue report as Waller says more hikes are coming, just not at back-to-back meetings

The S&P 500 fell to 7,765.36 (−0.47%) and the Nasdaq to 27,193.34 (−1.25%) on Thursday, while the Dow edged up to 51,231.64 (+0.10%) (collected values). Yahoo Finance said a Financial Times report that OpenAI's annualized revenue is $20 billion lower than previously estimated triggered a selloff in semiconductor stocks including Nvidia, Micron and Intel, and NBC also cited OpenAI revenue concerns for the decline. Fed Governor Christopher Waller said, “If the economic data continue to come in as expected, I anticipate additional hikes to support a timelier return of inflation to our 2% goal,” but added that “the hikes do not need to come at consecutive meetings” (American Banker). According to American Banker, the Fed raised rates by 25 basis points in September to a 3.75%–4.00% target range, and the next FOMC meeting is Oct 27–28. Yahoo Finance said Treasury yields eased after Trump's Iran comments; our collected 10-year yield is 5.231% (−5bp) and the VIX 15.41 (+2.19%).

Analytic judgmentWaller said the next hikes need not come at consecutive meetings and the Fed already raised rates in September, so it remains very unlikely that the FOMC raises rates at the meeting ending Oct 28 (resolves 2026-10-28).
