Origin laundering and transshipment
Korea Customs Service detections of foreign goods relabelled as Korean for re-export rose more than thirteen-fold, from ₩34.8bn in 2024 to ₩457.3bn in 2025, and reached ₩574.7bn in January–July 2026 alone, already a record year, with about 78% involving Chinese goods. Customs made its trade-security team a permanent unit in February 2026 with cooperation channels to U.S. CBP and HSI, and a White House report of 13 August 2026 placed Korea in Tier 1 of three transshipment-risk tiers, the group where legitimate trade and illicit transshipment are hard to tell apart. The report points to back-duties and import restrictions when evasion is found, and a Korean lawmaker has warned that origin violations can spill over into trade friction.

Questions for your purchasing and risk teams
- Check every certificate of origin from suppliers against the issuing body's records, by issuer and certificate number.
- Treat items that match Korea Customs' detected cases (battery cathode materials, aluminium window frames, mattresses and similar) as high risk.
- Confirm that high-risk suppliers' factories exist and have the equipment and staff for the volumes they declare.
- Be able to prove in writing that Chinese inputs are processed enough in Korea to meet origin rules (tariff shift, value added).
- Watch for warning signs of transshipment: prices far below market, sudden volume jumps, newly formed suppliers.
- For exports to the U.S. and its reciprocal-trade partners, assemble an origin evidence pack: input sources, key processes and shipping records.
