Saudi Aramco pulls staff out of its Dhahran headquarters as Houthi attacks mount and Iran claims hits on seven tankers that President Trump calls fake, sending Brent up 3.72%, while Meta's AI spending sinks the Nasdaq 2.60% and the 10-year yield posts its biggest one-day drop in more than two years
Reuters reported that Saudi Aramco told staff to evacuate its Dhahran headquarters and work remotely as Houthi attacks on Saudi airports and energy sites continue, and Saudi stocks fell 2.5% on the news. Iran's Revolutionary Guards said seven tankers were hit or struck mines around the Strait of Hormuz and warned the fight could reach U.S. bases if American escorts continue; CENTCOM called the mine claims incorrect, and President Trump accused Tehran of 'making up fake hits' to push up oil before the midterms. As of collection, Brent is at $112.87 (+3.72%), the S&P 500 closed at 7,663.43 (-1.21%) and the Nasdaq at 26,008.86 (-2.60%) after Meta's first cash outflow in more than a decade revived doubts about AI spending, and the 10-year yield is at 4.953% (-19bp) as traders slashed the odds of a Fed hike next week. Typhoon Champi shut Taiwan's stock market and most schools and offices for Friday, and new research on PHP2Shell shows exploitation attempts began four days before disclosure, even though public exploit code largely fails against default installs.

PHP2Shell exploitation attempts began four days before disclosure and Cloudflare counts millions, but public exploits largely fail on default installs; no KEV listing yet
Amazon's threat intelligence team said on Oct 21 that its MadPot honeypot network caught the first attempt to exploit PHP2Shell (CVE-2026-109618 and CVE-2026-109619) on Oct 17, four days before public disclosure; after the embargo lifted at 14:00 UTC on Oct 21, multiple proof-of-concept exploits appeared and attempts followed from at least six IP addresses tied to commercial anonymization networks, though Amazon said it is unclear whether any would have succeeded against real-world systems (AWS). According to SecurityWeek, Cloudflare saw thousands of attempts in the 10 hours before the announcement, tens of thousands within 45 minutes after it, hundreds of thousands within two hours and millions since, while watchTowr said the circulating exploits 'don't work at all, test for timing-based differences, or crash the target.' SecurityWeek also reported more than 1 million unpatched PHP servers as of Oct 21, and that Censys was tracking nearly 3 million internet-facing PHP hosts by Oct 22. Sansec concluded that the public exploits do not work against a default PHP installation and require specific knowledge of, and conditions on, the target server, so the expected mass exploitation has not materialized. South Korea's science ministry and its internet security agency, KISA, raised the private-sector cyber crisis alert one level at noon on Oct 22 and pushed emergency guidance to about 28,000 companies with registered chief information security officers, about 5,900 threat-sharing members, critical infrastructure operators and web hosts (Korea Economic Daily). We found no CISA KEV listing as of collection.
Analytic judgmentAmazon's honeypots caught pre-disclosure exploit attempts and Cloudflare is logging millions more, but most public exploit code fails against default installs, which could slow the evidence of real-world exploitation CISA looks for; on balance it is likely that CISA adds CVE-2026-109618 or CVE-2026-109619 to its Known Exploited Vulnerabilities catalog by Nov 5, 2026.

Alerts, advisories or emergency directives without a KEV listing do not count. Sources: CISA's KEV catalog and CISA announcements. Scorecard →

B1Quest Diagnostics says an unauthorized party likely accessed certain patient records through its Quanum lab ordering system
In an 8-K filed Oct 22, Quest Diagnostics said it learned on Oct 21 of unauthorized access to its Quanum LSM system, which certain clients use to place test orders and look up results, and that it believes an unauthorized party accessed certain patient records. Quest notified federal law enforcement, brought in outside experts and said the incident has not materially disrupted operations; the scope is still under investigation (SEC filing, ABC News/AP).

Railway did not say how many users were affected or identify a root cause.
C1Capcom says a third party accessed data on 11.77 million Capcom ID accounts; 196 accounts had passwords changedCapcom said on Oct 22 that a third party accessed email addresses, account-creation dates and last-login IP addresses for 11,774,247 Capcom ID accounts, plus birth dates and other details for 43 accounts. It said there is no evidence that user-set passwords or card data leaked, but 196 accounts had their passwords changed without authorization and were reset; Capcom reported the incident to police and Japan's Personal Information Protection Commission on Oct 21 (Notebookcheck, HotHardware).
Intelligence gaps · unconfirmed
Hormuz: The seven damaged tankers rest on claims by Iranian state TV and the IRGC; CENTCOM rejected the mine claims and President Trump called them fake. House of Saud, a site with no established track record, said UKMTO logged only two attacks in the period — on the Kuwait-flagged Al Dasma (01:45 UTC Oct 21, 11 nautical miles west of Bukha, Oman) and the Liberia-flagged Soyia (18:30 UTC Oct 20, 30 nautical miles southeast of Al Faw, Iraq) — but UKMTO's site blocked access, so we could not check the advisories themselves.
Saudi Arabia: The Aramco evacuation comes from Reuters citing six unnamed sources; we found no official Aramco statement. The Houthi claims of strikes on Yanbu and the Defense Ministry in Riyadh, and the figure of 562 killed and wounded, come from the Houthi spokesman, and we found no Saudi confirmation. We could not confirm the scale of the Pentagon's reduced Middle East footprint reported by CBS News.
Market data conflicts: AP had Brent at $113.17 (+4%), Seoul Economic Daily had an ICE close of $113.17, and Reuters (via RTÉ) had an intraday $112.01; Seoul Economic Daily put WTI at $99.47 and Reuters at 99.10. We used the collected quotes (Brent $112.87, WTI $99.10 at 16:59 ET). The 10-year yield was reported at 4.953% (-19.3bp, Yahoo Finance), 4.97% (AP), 4.945% (-20bp, CoinDesk) and 4.965% (-18bp, Seoul Economic Daily); we used the collected value. Meta's decline was 7.0% per Reuters and AP, 6.98% per Seoul Economic Daily and 7.8% per Newspim, and Lam Research's was 11.8% per AP versus about 9% per Yahoo Finance.
Fed: The 8% odds of a hike next week are CME FedWatch figures as reported by CoinDesk; we did not check the CME tool directly. December odds varied by time of day across outlets, so we left them out.
Taiwan: Maximum sustained winds were given as 48 m/s by the CWA (173 kph per the Taipei Times), 213 kph by Bloomberg and 96 mph by AccuWeather, reflecting different measurement standards; we used the CWA figure. Domestic flight cancellations were 126 per Bloomberg and 125 per AccuWeather. We found no reporting on impacts to TSMC or other chip fabs.
PHP2Shell: We saw reports that the Dutch NCSC is investigating first signs of successful misuse and that HKCERT says both CVEs are being exploited only in search summaries and did not open the originals. The scale of actual compromise is unknown, we found no confirmed U.S. or South Korean victims, and a BBC report on UK public-sector patching could not be opened.
Other cyber: Quest has not said how many patients or which records were affected. The Railway incident is confirmed only by TechCrunch (The Hacker News blocked access), and Railway has not disclosed user counts or a root cause. We could not open Capcom's own notice and relied on Notebookcheck and HotHardware.
Korean Peninsula: Financial News said Seoul has sent its letter to the U.N. Security Council, while Money Today said it plans to; the unilateral sanctions review is reported only by Money Today. We found no JCS announcement of a North Korean ballistic missile launch during the collection window.
France: France 24 put detentions at 2,700, while CBS News said more than 2,500 as of Monday evening, reflecting different cutoffs.
Pending grading: The earlier forecast 'witkoff-putin-russia-meeting-nov15' appears to have happened with the Oct 21 meeting in St. Petersburg (Al Jazeera, AP). For 'riyadh-airport-reopens-oct31,' we saw reports in search results that the airport reopened to limited traffic on Oct 17 but did not open the articles. With no new South Korean financial-sector breach disclosures, we did not reassess 'kr-financial-hack-new-disclosure-oct31.'

GEO-02Aramco evacuates
Aramco evacuates its Dhahran headquarters as Houthi attacks on Saudi Arabia continue; Saudi stocks drop 2.5% and the Houthis claim strikes on Yanbu and Riyadh
Reuters, citing six people with knowledge of the matter, reported on Oct 22 that Saudi Aramco told staff to evacuate its headquarters in Dhahran on the Gulf and work remotely. According to Reuters, the Houthis caused extensive damage to the headquarters earlier this month, with fire spreading across several floors; an attack on King Fahd International Airport in Dammam on the evening of Oct 21 killed two people and wounded eight (CBS News identified the dead as a Saudi citizen and an Indian national); and the TASI index fell 2.5% on Oct 22 after the Aramco news (Aaj English TV/Reuters, CBS News). Houthi military spokesman Yahya Saree claimed attacks on Aramco facilities in the Red Sea city of Yanbu and on the Saudi Defense Ministry in Riyadh, and said Saudi attacks have killed and wounded 562 people since mid-July (Reuters). The State Department has ordered some diplomats and family members to leave U.S. missions in Saudi Arabia (RTÉ/Reuters), and CBS News reported that the Pentagon quietly reduced its Middle East footprint as threats escalated. Asked on Oct 12 whether the U.S. would join Saudi strikes on the Houthis, President Trump said, 'We may. We're gonna look at it,' and a Houthi official warned of a 'swift and painful' response if it did (CBS News). We found no announcement of U.S. strikes in Yemen as of collection.
Analytic judgmentAlthough the Houthis keep hitting Saudi airports and Aramco sites, Washington's moves so far have been defensive — pulling staff out of Saudi Arabia — and no U.S. strike in Yemen has been announced since the president raised the possibility on Oct 12, so it is unlikely that U.S. forces strike Houthi targets on Yemeni territory by Oct 31, 2026.

Typhoon Champi shuts Taiwan's stock market and most schools and offices for Friday; the CWA says the center will pass within 80 km and could make landfall
The Taiwan Stock Exchange halted trading for Friday, Oct 23, as Typhoon Champi approached and postponed that day's settlements to the next business day; Bloomberg noted Taiwan's market is the world's fifth-largest, with a capitalization of more than $5 trillion (Insurance Journal/Bloomberg). Every city and county except Kinmen announced school and office closures for Friday (Taitung closed only Green Island and Orchid Island), and the Central Weather Administration (CWA) issued a land warning for the main island on Oct 22 (Focus Taiwan, Taipei Times). According to the CWA, at 5 p.m. local time on Oct 22 Champi was about 450 km east of Eluanbi, moving northwest at 18 kph with maximum sustained winds of 48 meters per second; its center is expected to come within 80 km of Taiwan from late Friday night into early Saturday, with landfall still possible, and the storm circle should clear Taiwan by Saturday evening (Focus Taiwan). Up to 600–900 mm of rain is forecast for northern and northeastern mountain areas through Saturday, and a free diver died after being swept out to sea off Siaoliouciou Island (Taipei Times). As of 6 p.m. Thursday, 126 domestic flights and 40 international and cross-strait flights had been canceled (Bloomberg); Taiwan Railway canceled all express trains on its western and eastern trunk lines for Friday, while high-speed rail kept its normal schedule (Taipei Times). Bloomberg and AccuWeather expect Champi to brush northern or northeastern Taiwan, then turn north toward China's east coast before heading toward Japan (Insurance Journal/Bloomberg, Yahoo News/AccuWeather).
Analytic judgmentThe CWA has left landfall on the table but forecasts the center passing within 80 km of the coast, and Bloomberg and AccuWeather both expect the storm to brush the northeast before turning north, so it is unlikely that the CWA says Champi's center made landfall on Taiwan's main island by Oct 26, 2026.

Energy & fuel costsAs of collection, Brent is at $112.87 (+3.72%) and WTI at $99.10 (+2.01%). With the Houthis targeting Aramco sites and the IRGC threatening U.S. bases over escorts, and traders saying de-escalation is unlikely before the midterms, airlines, truckers and chemical makers should budget for elevated diesel and jet fuel through November. Northeast fuel distributors have until 11 a.m. CT on Oct 27 to bid for the Energy Department's heating oil exchange, which must be repaid with a premium.
Cyber exposurePHP2Shell exploit attempts date back to Oct 17, so U.S. organizations should check web server logs from that date — not just since patching — for suspicious multipart uploads, and push internet-facing PHP servers, including those run by agencies, hosts and suppliers, to the fixed releases. Teams that deploy on Railway should rotate every secret stored there now, starting with AI inference and cloud provider keys, and health systems that order tests through Quest's Quanum system should watch for notices on which patient records were affected.
Markets & financingThe 10-year yield is at 4.953% (-19bp) and the VIX at 19.03 (+14.09%) as of collection. Lower long-term rates ease borrowing costs, but the selloff shows investors penalizing AI capex that isn't yet producing cash, which could tighten financing terms for data center developers, neoclouds and the chip suppliers that depend on their orders.
Gulf personnel & Asian supply linesAramco's evacuation of its Dhahran headquarters, State's ordered departure from Saudi Arabia and Houthi threats of retaliation if the U.S. joins the fight put U.S. contractors and staff in the Eastern Province on alert; firms should recheck evacuation and remote-work plans. In Asia, Taiwan's Friday shutdown and Champi's track toward eastern China and Japan could delay semiconductor and component shipments into next week, so buyers should confirm air and ocean freight bookings with Taiwanese suppliers.
Iran claims hits on seven tankers and threatens U.S. bases over Hormuz escorts; CENTCOM calls the mine claims incorrect and Trump says the strikes are fake
Iranian state television said seven oil tankers caught fire or were damaged overnight into Thursday, Oct 22, in the Strait of Hormuz; the IRGC Navy said four vessels were targeted while transferring oil and caught fire, and three others struck mines and were immobilized (Arab News/Reuters, Al Jazeera). The Guards said 'the US military must know that if this trend continues, the conflict will extend to its bases in the region,' calling it 'a serious warning' aimed at U.S. escorts through the strait (Al Jazeera, Fox News). A CENTCOM spokesperson called Iran's mine claims 'incorrect,' saying U.S. forces have cleared the international shipping lanes of mines, that Iran is using missiles and drones instead, and that '95 percent of vessels' are getting through; Al Jazeera said the claims could not be independently verified. President Trump wrote on Truth Social that Iran 'is doing everything they can to drive up the price of Oil prior to the U.S. Midterm Election' and is 'making up fake hits, mines, and everything else' (Arab News/Reuters, Asharq Al-Awsat, CBS News). CENTCOM marked 100 days of the naval blockade it reinstated on July 14, saying it has prevented $25 billion in Iranian crude exports (CBS News, Fox News), and it said it had redirected 138 commercial vessels as of Oct 17 (Kurdistan24). Iranian Foreign Minister Abbas Araghchi said on Oct 21 that indirect talks through mediators including Pakistan and Qatar continue on Iran's seven-day ceasefire proposal but that Washington wants to add clauses, and Secretary of State Rubio thanked Qatar for its mediation on Oct 22 (CBS News). PVM's Tamas Varga said 'no de-escalation is anticipated until the US midterm elections' (RTÉ/Reuters). As of collection, Brent is at $112.87 (+3.72%) and WTI at $99.10 (+2.01%).
Analytic judgmentWith indirect talks still running through mediators but Washington pushing to add clauses, the IRGC threatening U.S. bases over the escorts, and President Trump dismissing Iran's announcements as fake, it is very unlikely that the U.S. and Iranian governments each officially announce an agreement that includes reopening the Strait of Hormuz by Nov 30, 2026.

Reuters said markets still price in a 25-basis-point hike before year-end, and Murphy & Sylvest's Paul Nolte said 'investors are starting to realize that there are some holes in the AI story.' AP said South Korea's Kospi (-3.5%), Hong Kong's Hang Seng (-3%) and Japan's Nikkei 225 (-2.7%) also fell. As of collection, the 10-year yield is at 4.953% (-19bp) and the VIX at 19.03 (+14.09%).
Analytic judgmentWith CME FedWatch odds of a hike next week down to 8%, the 10-year yield posting its sharpest one-day drop in more than two years, and traders pushing expected tightening toward year-end, it is very unlikely that the Fed raises the federal funds target range at its Oct 27–28, 2026 FOMC meeting.

PizzINT could not be read, so this reading is single-source.
Today's sliceThis round's Pizza Index is single-source again: pizzint.watch didn't load within 90 seconds, so there's no cross-check — no second DOUGHCON reading, no shared-store comparison, and no way to tell whether a shop one site lists as closed shows up as a spike on the other. uspizzaindex.com alone reads DOUGHCON 3 (gauge 56, 'ELEVATED'). The snapshot was taken at 5:15 p.m. ET on Thursday, Oct 22 — far from the 10 p.m.–2 a.m. late-night window and right as the weekday after-work dinner crowd starts trickling in — with Wiseguys Pizza (+104%) and Lost Dog Cafe (+78%) at 'much busier than usual,' Fire Works Pizza (+19%) and Pizza Hut (+4%) at 'busier than usual,' and the other four stores at 0%. A couple of sit-down spots filling up at dinnertime is about what you'd expect, so file this one under 'people got hungry after work.'
